Over the millennia, the Stewards have shaped societies into forms they desired. Lunars use this Charm to keep positive traits in a society while letting others fall to the wayside. Invoking this Charm on a target social unit, the player names a single Virtue (three dots or more) or Intimacy contained within that group's Policy. The unit gains (Lunar's Charisma) phantom points of Loyalty. The unit’s leader may spend this in place of normal Loyalty to resist compulsions that oppose the named Virtue or Intimacy.

The phantom Loyalty applies to the entire unit and to subsections of the unit. This pool does not replenish and is gone forever once depleted. Using this Charm twice on the same culture for the same purpose only resets or refills the pool, unless the player names a completely different part of the unit's Policy. In the long term, this Charm can keep certain aspects of a culture constant while others change.

When used with the Mandate of Heaven system, this Charm adds (Lunar's Essence) to the target dominion's Culture rating for any purpose (influencing or resisting influence) involving that Policy.
